This design makes use of the oscillation motor found in most oscillating electric heater fans. I mounted mine on top of a scratching post and ran the cord inside it.  I use a feather boa on a stick. I printed my final version in ABS with .25mm layers. If you make one and your cat likes it, a donation would be purrfectly fine.
