What's so surprising about it? Just because a bank isn't as popular, or is an alternative financial solution at all, doesn't make it better or worse, or less safe and secure. Although often solutions like https://paydo.com/ provide a better and more successful environment for remotely opening a personal account and issuing both virtual and physical cards.
