Those holes at the surface, about 10mm deep are meant to absorb the impact and avoid an eventual bounce. The next part of the crash pad is supposed to be a 100% fill so that it can take a long slide and avoid damage to the crank case cover. Make sure the infill is above 90% and use some two parts glue like JB weld to attach it to your crank case. I didn't use mechanical fixing point like the bolts that hold the cover because I want to avoid damage to the case of the engine. I know the commercial ones are fixed with bolts but a crash could damage the engine case. Those carbon fiber covers are glued as well most of the times and in bikes used on track they are definitely glued and not bolted to he engine.
